Background
The game is set in the near future, amidst a volatile global landscape marked by unpredictable geopolitical shifts and armed conflicts erupting across numerous hotspots, including the Southeast Asian region.
While Vietnam has consistently and effectively upheld its commitment to peace-keeping efforts, these external turbulences nonetheless cast a significant shadow. Among these shifting tides, the emergence of the ANTI organization stands out – an international terrorist entity rapidly gaining strength through funding from a mysterious, undisclosed source.
In response to this escalating situation, the Vietnamese Ministry of Public Security established the "International Fluctuations Police Department" (IFPD), codenamed C102.
IFPD holds a pivotal role in establishing an elite force designed for rapid response to incidents involving armed extremist organizations. Its creation signifies a strategic move by Vietnam to enhance cooperation with international partners in preserving regional and global peace and stability.
Facing these urgent demands, the CSCD force was formed. This integrated unit comprises individuals with outstanding records from various elite forces, envisioned as a comprehensive team. These operatives are forged in intellect, trained in specialized skills, and possess exceptional discipline, making them ready to confront critical and urgent situations.
A.N.T.I - Authentic New Transnational Imperium
The ANTI organization has formed and steadily grown over many years, coming to prominence with the terrorist event dubbed "Global Coup Torch," which occurred in the border regions of Southeast Asian nations. This incident sparked a wave of instability that subsequently spread across many countries in the region. Vietnam was among those that directly felt its impact on matters of security and peace.
According to official investigations, ANTI operates on vast financial resources derived from transnational drug trafficking networks and from human trafficking and online fraud networks located along Asian borders.
The organization regularly employs psychological terrorism through random shootings in multiple locations, sowing fear among the populace of affected countries. They have even sent threatening messages to leaders, warning of a catastrophe if their nations refused to surrender and submit.
Behind this brazen tyranny is ANTI's claim to have successfully created a highly destructive neurotoxin. They assert this bioweapon will be activated at a future time deemed appropriate by them. ANTI also states it is the sole possessor of an antidote, promising the "right to live" to anyone who aligns with their cause.
However, ANTI is merely a tool, sponsored by a dark, shadowy organization operating from behind the scenes. Little information exists about this entity, though some sources claim they call themselves "Supreme Divinity." They possess a warped and extremist ideology of a new world order, one where adherents can fulfill all their desires and ambitions at any cost, even through violence. For them, this truly represents "eternal freedom."
True to its name, ANTI spreads like a rapidly contagious disease. Despite its pathological, infantile ideology, the organization is abnormally capable of recruiting a large number of members, with tendrils of ANTI now appearing in numerous regions. In countries they've infiltrated, a segment of the populace appears brainwashed, believing in the "hyper-free" world ANTI has painted. These individuals abandon family, career, and other meaningful aspects of life, losing their very sense of self and accepting their role as part of the terrorist organization.
Upon joining, ANTI members are fully armed and receive militarized combat training. They hold absolute faith in violence, believing it to be the sole solution to all human problems. While weaponry isn't ANTI's true strength, it is the reckless, aggressive, and brutal nature of its members that poses the greatest danger, making ANTI an exceedingly perilous terrorist organization that must be utterly eradicated.

Lieutenant General Phan Cu Huyen has officially assumed his critical role as Director of C102. During his inaugural address, he declared, "I believe that if Independence, Freedom, and Happiness are the eternal goals our nation strives for, then peace is the very path that leads us to that objective. By all means, we must ensure this path to peace remains intact and stable. In this spirit, I hereby read the decision to establish a special police force, named CSCD, with the objective of standing shoulder-to-shoulder with international partners to protect peace in the region and the world at large, while simultaneously joining forces with domestic units to safeguard peace specifically within Vietnam."
